An Individual Taxpayer Identification Number (ITIN) is a nine-digit tax processing number issued by the Internal Revenue Service (IRS). It is designed specifically for individuals who are required to have a U.S. taxpayer identification number for tax or reporting purposes but are not eligible for a Social Security Number (SSN) from the Social Security Administration.

An ITIN is strictly for federal tax reporting—it does not authorize work in the U.S., provide eligibility for Social Security benefits, or change immigration status.

Who Needs an ITIN?

You generally need an ITIN if you fall into one of these categories:

  • 🧳 Nonresident Aliens: Individuals without an SSN who must file a U.S. tax return (e.g., due to U.S.-sourced income, investment returns, or trade/business activity).

  • 🏠 Resident Aliens: Foreign nationals living in the U.S. filing a U.S. tax return who do not qualify for an SSN.

  • 👨‍👩‍👧 Dependents or Spouses: Non-citizens claimed as dependents or spouses on a U.S. federal tax return (or filing jointly with a U.S. citizen/resident spouse).

  • đź’Ľ Foreign Business Owners / LLC Members: Foreign entrepreneurs forming a U.S. business entity or receiving U.S. income subjected to tax withholding.

đź“‹ General Requirements & Core Application Steps

Regardless of where you reside, every ITIN application relies on three core components submitted together:

  1. IRS Form W-7 (Application for IRS Individual Taxpayer Identification Number) completed and signed.

  2. A Federal Income Tax Return: Most applicants must attach a valid tax return (e.g., Form 1040 or Form 1040-NR) unless they meet a specific IRS Form W-7 Exception (e.g., certain royalty/interest income, or partnership investments).

  3. Identity & Foreign Status Proof: Original documents or agency-certified copies proving your identity and foreign status. A valid, unexpired Passport is the single best document because it satisfies both requirements at once.

đź—˝ Applying from Within the United States

Applying inside the U.S. offers three primary methods:

Method 1: IRS Taxpayer Assistance Center (TAC) 🏢

To avoid mailing away valuable original documents (like a passport), make an appointment at an in-person IRS Taxpayer Assistance Center.

  • Process: An IRS representative verifies your original identity documents in person, certifies them on the spot, returns them to you, and submits the W-7 package for processing.

  • Link: Locate an office near you using the IRS TAC Locator.

Method 2: U.S.-Based Certified Acceptance Agent (CAA) đź“„

A Certified Acceptance Agent (CAA) is an IRS-authorized professional (CPA, tax preparer, or specialized agency) trained to review and authenticate your identity documents.

  • Process: The CAA reviews your documents, completes a Certificate of Accuracy, returns your originals to you immediately, and forwards the application directly to the IRS ITIN unit.

Method 3: Direct Mail đź“®

If you prefer, you can mail your completed Form W-7, original tax return, and original proof of identity directly to the IRS.

  • Risk Note: You must mail original documents (or official certified copies from the issuing government agency—not standard notary copies). The IRS will mail them back, but processing can take 7–11 weeks.

  • Mailing Address:

    Internal Revenue Service

    ITIN Operation

    P.O. Box 149342

    Austin, TX 78714-9342

🌍 Applying from Abroad

Applying from outside the United States requires careful planning, as mailing original passports internationally carries transit risks.

General International Options

  • Certifying Acceptance Agents (CAAs) Abroad: The IRS maintains a directory of international CAAs authorized to authenticate documents overseas.

  • U.S. Embassy / Consular Services: Some U.S. embassies or consulates offer document certification services for IRS purposes, allowing you to obtain an official certified copy of your passport to mail with your W-7.

📍 Focus: How to Obtain an ITIN from Israel

For individuals residing in Israel—such as Israeli entrepreneurs with U.S. LLCs, investors in U.S. real estate or stock markets, or dual-status families—the process is streamlined by following these regional steps:

Option A: Work with an In-Country Certified Acceptance Agent (Recommended) 🤝

Using a local IRS-authorized Acceptance Agent or specialized U.S. tax firm operating in Israel is generally the safest route.

  • Why it works: A local CAA in Israel can review and certify your Israeli passport in person or via approved verification protocols, allowing you to keep your passport in your hands at all times.

  • What to prepare:

    • Valid Israeli Passport (or foreign passport if applicable).

    • Supporting tax documentation showing the U.S. tax filing obligation or tax treaty exemption claim under the U.S.–Israel Income Tax Treaty.

  • Link: Search local cross-border tax advisors or consult the official IRS International Acceptance Agent Roster .

Option B: Document Certification via the U.S. Embassy in Jerusalem or Branch Office in Tel Aviv 🏛️

If you do not use a CAA, you can request an official consular certification of your passport.

  • Process: Schedule an appointment for notary/certification services at the U.S. Embassy in Jerusalem or the Embassy Branch Office in Tel Aviv.

  • Next Steps: Mail the embassy-certified copy of your passport alongside your completed Form W-7 and U.S. tax return directly to the IRS ITIN Operation unit in Austin, Texas.
